MoU sets stage for collaboration across circular economy and climate resilience
In a decisive step toward advancing global sustainability goals, Viet Nam and Norway have formalized a Green Strategic Partnership, establishing a long-term framework to accelerate cooperation across the green economy, blue economy, and climate resilience. The agreement, signed at the Ministry of Agriculture and Environment, reflects a shared ambition to translate decades of diplomatic engagement into a future-ready alliance anchored in sustainability and innovation.
A Strategic Milestone Anchored in 55 Years of Bilateral Relations
Coinciding with the 55th anniversary of diplomatic ties (1971–2026), the Memorandum of Understanding (MoU) underscores the growing strategic alignment between the two nations. The agreement was signed by Deputy Minister Le Cong Thanh and Norwegian Ambassador Hilde Solbakken, in the presence of senior government representatives, signaling strong political commitment to deepen cooperation across environmental and economic domains.
Driving the Green and Blue Transition
The partnership is designed to serve as a comprehensive platform for sustainable transformation, focusing on priority areas including climate and environment, circular economy, sustainable forestry, fisheries, green maritime solutions, and ocean sustainability. Both countries aim to integrate environmental stewardship with economic development, ensuring that growth is both resilient and inclusive.
Policy, Innovation, and Investment at the Core
At its foundation, the MoU emphasizes policy dialogue, technical cooperation, and scalable pilot initiatives. By strengthening institutional frameworks and enabling knowledge exchange, the partnership seeks to accelerate the implementation of green policies while fostering innovation-driven growth. The collaboration also aligns with Viet Nam’s broader ambition of achieving net-zero emissions by 2050.
Private Sector as the Engine of Transformation
Recognizing the pivotal role of businesses, the partnership places strong emphasis on private sector engagement as a driver of sustainable development. Both sides are committed to promoting green investments, facilitating technology transfer, and encouraging cross-border business collaboration to unlock new economic opportunities in emerging green sectors.
Synergies with Trade and Investment Expansion
The evolving partnership is expected to be further reinforced by ongoing negotiations toward an EFTA–Viet Nam Free Trade Agreement, which could enhance trade flows and investment linkages. Together, these frameworks are poised to create a more conducive ecosystem for innovation, entrepreneurship, and sustainable industrial growth.
A Forward-Looking Vision for Sustainable Development
As Viet Nam accelerates its green growth agenda under its 2021–2030 Socio-Economic Development Strategy, the partnership with Norway emerges as a catalyst for systemic transformation. By aligning policy, finance, and innovation, the initiative aims to mobilize resources, strengthen institutional capacity, and deliver tangible outcomes across key sectors.
Unlocking New Pathways for Global Collaboration
Beyond bilateral cooperation, the Green Strategic Partnership reflects a broader vision of international collaboration in tackling climate challenges. By fostering shared expertise and scalable solutions, Viet Nam and Norway are positioning themselves at the forefront of the global transition toward sustainable and low-carbon economies.
